Article I -- Principles and Objectives

As members of the Libertarian Party of Georgia (LPGa), we the members of the Libertarians of Georgia State University support the principles and objectives of the LPGa, as declared in the bylaws of the LPGa.
 

Article II -- Membership

A. Requirements

Membership in the Libertarians of Georgia State University shall be open to any individual who:
    1. subscribes to the principles and objectives of the Libertarian Party; and
    2. is a registered student at Georgia State University.
B. Dues
Dues of the Libertarians of Georgia State University shall be set by the Executive Committee of the Libertarians of Georgia State University.

Article III -- Meetings

A. The Libertarians of Georgia State University shall have a minimum of one business meeting per year, occurring after January 1 and prior to the Annual Convention of the LPGa.

B.  The Libertarians of Georgia State University shall have an Annual Convention prior to the Annual Convention of the LPGa to elect a delegate (or delegates) to the LPGa Convention.  Delegates shall meet the qualifications as defined by the bylaws of the LPGa.

C. Special meetings may be convened on sufficient notice to all Libertarians of Georgia State University members.
 

Article IV -- Officers

A. Titles

The titles of the Libertarians of Georgia State University officers shall be: President, Vice President, Secretary and Treasurer.
B. Duties
1. President:  The President shall preside at all meetings of the Libertarians of Georgia State University and shall perform such duties as usually pertain to the office of President.
2. Vice President:  The Vice President shall perform the duties of the President in the event of the latter's absence or resignation.
3. Secretary: The Secretary shall keep an accurate record of all meetings of the Libertarians of Georgia State University and of the Executive Committee.  At such meeting the secretary shall present the minutes of the previous meeting for approval.  In all roll call votes the Secretary shall call the roll of registered members and shall keep an accurate tally of such votes.
4. Treasurer: The Treasurer shall receive and give receipts for all funds paid to the Libertarians of Georgia State University and shall deposit same in such banks as shall be designated by the Libertarians of Georgia State University Executive Committee.  The Treasurer shall report at each meeting of the Libertarians of Georgia State University or at any other time as may be required by the Executive Committee.  Funds shall be expended only in accordance with regulations established by the Executive Committee.
C. Nominations
1. Nominations of all Officers elected by the Libertarians of Georgia State University shall be from the floor during a business meeting of the Libertarians of Georgia State University or of the Executive Committee.
2. Nominations for officers will be accepted at any business meeting, up to and including the meeting at which officers are to be elected.  Nominations will be accepted in person from the floor of the meeting, or in writing if received within the above time frame.  All nominations are contingent upon the agreement of the nominee, either orally or in writing.
3. Nominations for Officers must be proposed by any two members of the Libertarians of Georgia State University, either of which may be the nominee.
4. "None of the Above" shall be automatically considered a candidate on any ballot for Officer elections.  In the event that "None of the Above" receives the most votes, the election will be declared void and nominations will be re-opened for a new election.
D. Elections
Officers shall be elected at a business meeting of the Libertarians of Georgia State University after January 1 and prior to the Annual Convention of the LPGa.
E. Term of Office
Each elected Officer shall hold that post for a period of one year or until the next regular election is held.


Article V -- The Executive Committee

A. The Officers of the Libertarians of Georgia State University shall sit on the Executive Committee.

B. Each Executive Committee member shall have one vote on the Committee.  No voting by proxy shall be allowed.

C. The Executive Committee may, at the direction of the Libertarians of Georgia State University members, perform any duty or assume any responsibility belonging to the Libertarians of Georgia State University for any period of time within the administration of a given Executive Committee; all such authorization shall expire upon the installation of a new Executive Committee.

D. Attendance at meetings of the Executive Committee are mandatory for all Executive Committee members.  Failure to attend a Executive Committee meeting without prior notice may result in a fine as established by the Executive Committee.

E. All meetings of the Executive Committee shall be open for observation to all members of the Libertarians of Georgia State University.

F. The Executive Committee shall have at least one business meeting per year, to be held no more than sixty days prior to the next business meeting of the Libertarians of Georgia State University.
 

Article VI -- Voting Procedures

A. Quorum

At all business meetings a quorum shall consist of at least 5 members of Libertarians of Georgia State University, unless otherwise conflicting with the bylaws of the LPGa.  At all Executive Committee meetings, a quorum shall consist of at least half of the Executive Committe members.
B. Voting
At all Libertarians of Georgia State University meetings, votes by mail, or votes by other means, a motion shall be passed on the affirmative vote of 50% of the voting members, plus one additional affirmative vote.

Article VII -- Amendment and Repeal Procedures

A. Proposed amendments to, or repeal of, any of these bylaws, if approved by the Executive Committee, shall be entered on the agenda of the next Libertarians of Georgia State University meeting.

B. Any member may propose any amendment, or repeal of any section, at any business meeting of the Libertarians of Georgia State University if such amendment or repeal proposal is presented in writing to the Secretary before the meeting and if such proposal is requested by three members.

C. In either case, the proposed amendment or repeal shall be automatically tabled until the following business meeting of the Libertarians of Georgia State University, where it shall be presented for a vote.  In the interim, the Secretary shall make available the text of said changes, in writing, to each member of the Libertarians of Georgia State University.

D. In any amendment or repeal vote, a two-thirds majority of those members voting shall be necessary for adoption.

E. Any amendment to these bylaws shall be filed with the Elections Superintendant.
 

Article XIII -- Vacancy and Succession

In the event of the vacancy of an elected office, the Executive Committee may select a Libertarians of Georgia State University to fill such vacancy until the next regular election of that Officer position.
 

Article IX -- Parliamentary Authority

Robert's Rules of Order  (latest edition) is the only parliamentary authority for all matters of procedure not specifically covered in these bylaws.
